CMHC expects slower demand, softer rents, and fewer new starts
CMHC released its 2026 Housing Market Outlook this week, and the headline is pretty clear: they expect housing demand to stay below historical averages in 2026 as affordability remains tight and economic uncertainty keeps some households cautious.
The national forecast includes three themes worth watching:
First, demand is expected to stay muted, even if sales pick up from last year’s lows. CMHC’s baseline forecast calls for about 489,000 MLS sales in 2026 (up from 470,000 in 2025), with the average MLS price around $698,000. They also note that Ontario and B.C. could see a temporary rebound because sales there were unusually weak, but that alone doesn’t guarantee a strong, sustained comeback.
Second, renters may get a bit more breathing room. CMHC expects higher vacancy and slower rent growth as new rental supply comes online, which can give renters more flexibility and more time to save before buying.
Third, new construction is projected to cool through the next few years, especially new condo starts in major markets. Developers are expected to focus more on completing projects already underway and lean more toward purpose-built rentals than launching new condo projects.
One important note: this is a national outlook. Local markets can behave very differently depending on inventory, job conditions, and what’s happening in specific neighbourhoods.
